FIFA set rule early, before December 2025 group draw. Section 12 of World Cup 2026 Regulations pre-determines four matchups between group winners and runners-up: Winner C vs Runner-up F, Winner F vs Runner-up C, Winner H vs Runner-up J, Winner J vs Runner-up H.

Other eight group winners face best third-place teams. Teams in Groups C, F, H, J disadvantaged. No chance to face third-place teams.

Forces Group C winner Brazil to face tough opponent Japan in Round of 32. Asian side also unlucky in Group F. Other runners-up face each other, but runners-up in C, F, H, J must face group winners. Group F winner Netherlands faces Group C runner-up Morocco, previous semifinalist.

Similarly, Group J winner Argentina faces Group H runner-up, likely Uruguay, in Round of 32. Group J runner-up Austria faces Group H winner, likely Spain. Strong or weak, teams in Groups C, F, H, J disadvantaged.

Meanwhile, Group B runner-up Canada has easier path, facing Group A runner-up South Africa instead of stronger Group A winner Mexico.

First reason is 48-team format of World Cup 2026. FIFA divides teams into 12 groups of four. 32 teams advance: 12 group winners, 12 runners-up, eight best third-place teams. Since only eight third-place teams advance, only eight group winners face them. Other four group winners must face runners-up. Remaining runners-up face each other to complete 16 Round of 32 matchups.

This explains why only eight groups face third-place teams, but not why FIFA chose Groups C, F, H, J.

According to Match-Later, pre-determining Groups C, F, H, J necessary for FIFA to build Annex C with 495 different combinations for third-place teams. Changing these four groups after draw requires redesigning entire bracket.

Each disadvantaged group belongs to alphabetical trio. Trio A-B-C has C disadvantaged. Trio D-E-F has F. Trio G-H-I has H. Trio J-K-L has J. This balances schedule, prevents teams having more rest days than opponents in Round of 32.

Thus, Winner C faces Runner-up F, Winner F faces Runner-up C. Winner H faces Runner-up J, Winner J faces Runner-up H. This ensures no team has over one day more rest than opponent.

Also, three World Cup 2026 hosts not in Groups A, B, C, but A, B, D. Mexico in A, Canada in B, US in D. Host advantage keeps them out of disadvantaged groups.

In return, neutral fans will get to watch exciting matchups right from the round of 32. Brazil - Japan or Netherlands - Morocco are both unpredictable. That is not to mention the prospect of other potential matches in the next round, such as Spain - Austria or Argentina - Uruguay. The best matches of the round of 32 could all come from teams in Groups C, F, H, and J.
